The Politics of Trade: The Role of Research in Trade Policy

ISBN: , SKU: , AUTHOR: Tussie, Diana, PUBLISHER: Hotei Publishing, The rising era of post-paradigmatic wars in the field of international trade has narrowed ideological differences making policy more porous to independent research. But whose ideas matter? When? And how do actors make them matter? Why are some of the ideas that circulate in the research-policy arenas picked up and acted on, while others are ignored and disappear?' Is demand-driven research most likely to effectively influence policy? The episodes of trade policy change and negotiations included in this volume show the growing relevance of commissioned research in increasingly contested settings designed from the beginning to support a particular cause- research not as independent truth waiting to be "hooked," but as instrumental and supportive to policy decisions taken on other grounds. The Problem of Bureaucratic Rationality: Tax Politics in

ISBN: , SKU: , AUTHOR: Kato, Junko, PUBLISHER: Princeton University Press, Through a detailed account of the political battles over Japanese tax reform during the last two decades, Junko Kato draws an unconventional portrait of bureaucratic motivation, showing how fiscal bureaucrats exploit their unique technical knowledge to influence policymaking. Rejecting the notion that the monopolization of policy expertise leads to bureaucratic domination, Kato contends that bureaucrats seek to increase their influence upon politicians by strategically sharing information. She also explores the reason for the relative strength of the bureaucratic organization in comparison to the governing party, whose interest in reelections and intra-party politics may pose dilemmas for individual politicians. In , the Japanese Diet enacted a broad-based consumption tax after two failed attempts and in the face of widespread public disapproval. Its passage was all the more remarkable for coming just as a series of dramatic financial scandals had begun to undermine popular support for the ruling Liberal Democratic Party, fore-shadowing its fall from power four years later. Kato argues that skillful maneuvering by the Ministry of Finance, determined to ensure stable long-term revenues, was decisive in persuading a majority of legislators to oppose their constituents in endorsing an unpopular program of tax reform. Her careful analysis of the Japanese case holds important implications for the study of bureaucratic power and public policy in advanced industrial democracies elsewhere in East Asia and the West.

Mimesis as Make-Believe: On the Foundations of the

ISBN: , SKU: , AUTHOR: Watson, Kendall L. / Walton, Kendall, PUBLISHER: Harvard University Press, Representations--in visual arts and in fiction--play an important part in our lives and culture. Kendall Walton presents here a theory of the nature of representation, which illuminates its many varieties and goes a long way toward explaining its importance. Drawing analogies to children's make believe activities, Walton constructs a theory that addresses a broad range of issues: the distinction between fiction and nonfiction, how depiction differs from description, the notion of points of view in the arts, and what it means for one work to be more "realistic" than another. He explores the relation between appreciation and criticism, the character of emotional reactions to literary and visual representations, and what it means to be caught up emotionally in imaginary events. Walton's theory also provides solutions to the thorny philosophical problems of the existence--or ontological standing--of fictitious beings, and the meaning of statements referring to them. And it leads to striking insights concerning imagination, dreams, nonliteral uses of language, and the status of legends and myths. Throughout Walton applies his theoretical perspective to particular cases; his analysis is illustrated by a rich array of examples drawn from literature, painting, sculpture, theater, and film. "Mimesis as Make-Believe" is important reading for everyone interested in the workings of representational art.

Rational Theory of International Politics: The Logic of

ISBN: , SKU: , AUTHOR: Glaser, Charles L., PUBLISHER: Princeton University Press, Within the realist school of international relations, a prevailing view holds that the anarchic structure of the international system invariably forces the great powers to seek security at one another's expense, dooming even peaceful nations to an unrelenting struggle for power and dominance. "Rational Theory of International Politics" offers a more nuanced alternative to this view, one that provides answers to the most fundamental and pressing questions of international relations. Why do states sometimes compete and wage war while at other times they cooperate and pursue peace? Does competition reflect pressures generated by the anarchic international system or rather states' own expansionist goals? Are the United States and China on a collision course to war, or is continued coexistence possible? Is peace in the Middle East even feasible? Charles Glaser puts forward a major new theory of international politics that identifies three kinds of variables that influence a state's strategy: the state's motives, specifically whether it is motivated by security concerns or "greed"; material variables, which determine its military capabilities; and information variables, most importantly what the state knows about its adversary's motives. "Rational Theory of International Politics" demonstrates that variation in motives can be key to the choice of strategy; that the international environment sometimes favors cooperation over competition; and that information variables can be as important as material variables in determining the strategy a state should choose.

Women and the Politics of Military Confrontation:

ISBN: , SKU: , AUTHOR: Montgomery, Heather / Abdo, N. / Lentin, R., PUBLISHER: Berghahn Books, As the crisis in Israel does not show any signs of abating this remarkable collection, edited by an Israeli and a Palestinian scholar and with contributions by Palestinian and Israeli women, offers a vivid and harrowing picture of the conflict and of its impact on daily life, especially as it affects women's experiences that differ significantly from those of men. The (auto)biographical narratives in this volume focus on some of the most disturbing effects of the Israeli-Palestinian conflict: a sense of dislocation that goes well beyond the geographical meaning of the word; it involves social, cultural, national and gender dislocation, including alienation from one's own home, family, community, and society. The accounts become even more poignant if seen against the backdrop of the roots of the conflict, the real or imaginary construct of a state to save and shelter particularly European Jews from the horrors of Nazism in parallel to the other side of the coin: Israel as a settler-colonial state responsible for the displacement of the Palestinian nation. Nahla Abdo is Professor of Sociology at Carleton University, Ottawa. She has published extensively on women and the state in the Middle East with special focus on Palestinian women. She contributed to the establishment of the Women's Studies Institute at Birzeit University and has found the Gender Research Unit at the Women's Empowerment Project/Gaza Community Mental Health Program in Gaza. Ronit Lentin was born in Haifa prior to the establishment of the State of Israel and has lived in Ireland since . She is a well known writer of fiction and non-fiction books and is course co-ordinator of the MPhil in Ethnic Studies at the Department of Sociology, Trinity College Dublin. She has published extensively on the genedered link between Israel and the Shoah, feminist research methodologies, Israeli and Palestinian women's peace activism, gender and racism in Ireland.

Vindicating Lincoln: Defending the Politics of Our Greatest

Vindicating Lincoln: Defending the Politics of Our Greatest

ISBN: , SKU: , AUTHOR: Krannawitter, Thomas, PUBLISHER: Rowman & Littlefield Publishers, Inc., Was Abraham Lincoln a racist, as some critics would have us believe? Was he the father of big government, as some others maintain? Was the sixteenth president a traitor to the cause of free society and constitutional government? Are the political principles that guided him relevant today? In this provocative and timely book, Thomas L. Krannawitter sets out to defend the man many consider to be our greatest president from critics on both the left and the right. For although public opinion polls tend to rank Lincoln among the country's most venerated presidents, he is also, paradoxically, the president who is least understood. While Lincoln's name is frequently invoked in contemporary American politics, few Americans understand or agree with the moral and political principles for which Lincoln gave his last full measure of devotion. Many influential authors view Lincoln as an antiquated monument, a man of his age who knew only nineteenth-century prejudices and lacked twenty-first-century enlightenment. Other writers denounce Lincoln as a tyrant who trampled upon the Constitution and states' rights, and thereby inaugurated big government and the kind of politics feared by the Founding Fathers. Krannawitter argues that both views spring from a misunderstanding of Lincoln. Today, at precisely the moment when America is most in need of his moral and political understanding, we are more removed from Lincoln's thought than ever before. Vindicating Lincoln reintroduces us to Lincoln the statesman, the man who defended our greatest ideals of freedom and equality at the darkest moment in American history. Krannawitter shows us why it is in our interest not only to learn about Abraham Lincoln, but to learn from him to understand that Lincoln's guiding principles were true not only for his time, but that they remain true for ours as well. On the eve of the bicentennial of his birth in , Lincoln can offer moral and political guidance to us all.

Power and Politics: The Psychology of Soviet-American

ISBN: , SKU: , AUTHOR: Bernstein, Jerome S. / Pell, Claiborne / Whitmont, Edward C., PUBLISHER: Shambhala Publications, This book provides in very practical terms a new way of understanding what is happening in Soviet-American relations and where we need to go from here. The author believes that we are entering a new political era as the result of profound psychological changes taking place behind the international scenes, and he identifies the archetypal forces that underlie these changes. Unlike most psychological writings on the subject, this book examines the collective influences that have impelled the superpowers toward conflict and are simultaneously impelling them toward cooperation. It argues that psychology must play a dramatic role in international relations if humanity is to avoid self-annihilation. It is the act of war itself--and not specific conflicts between groups and nations--that is the greatest threat to human survival, and our realization of this fact marks a critical turning point in the evolution of civilization. In documenting this historical evolutionary shift, Jerome Bernstein discusses the role of the hero archetype in the psychology of U.S.-Soviet relations, a redefinition of war and peace in radically new terms, and the dynamic of paranoia as a nonpathological as well as pathological factor in foreign affairs.

Generation Digital: Politics, Commerce, and Childhood in the

ISBN: , SKU: , AUTHOR: Montgomery, Kathryn C., PUBLISHER: MIT Press (MA), Children and teens today have integrated digital culture seamlessly into their lives. For most, using the Internet, playing videogames, downloading music onto an iPod, or multitasking with a cell phone is no more complicated than setting the toaster oven to "bake" or turning on the TV. In "Generation Digital, " media expert and activist Kathryn C. Montgomery examines the ways in which the new media landscape is changing the nature of childhood and adolescence and analyzes recent political debates that have shaped both policy and practice in digital culture. The media have pictured the so-called "digital generation" in contradictory ways: as bold trailblazers and innocent victims, as active creators of digital culture and passive targets of digital marketing. This, says Montgomery, reflects our ambivalent attitude toward both youth and technology. She charts a confluence of historical trends that made children and teens a particularly valuable target market during the early commercialization of the Internet and describes the consumer-group advocacy campaign that led to a law to protect children's privacy on the Internet. Montgomery recounts--as a participant and as a media scholar--the highly publicized battles over indecency and pornography on the Internet. She shows how digital marketing taps into teenagers' developmental needs and how three public service campaigns--about sexuality, smoking, and political involvement--borrowed their techniques from commercial digital marketers. Not all of today's techno-savvy youth are politically disaffected; "Generation Digital" chronicles the ways that many have used the Internet as a political tool, mobilizing young voters in and waging battles with the music and media industries over control of cultural expression online. Montgomery's unique perspective as both advocate and analyst will help parents, politicians, and corporations take the necessary steps to create an open, diverse, equitable, and safe digital media culture for young people.

The Fragile Fabric of Union: Cotton, Federal Politics, and

ISBN: , SKU: , AUTHOR: Schoen, Brian, PUBLISHER: Johns Hopkins University Press, In this fresh study Brian Schoen views the Deep South and its cotton industry from a global perspective, revisiting old assumptions and providing new insights into the region, the political history of the United States, and the causes of the Civil War. Schoen takes a unique and broad approach. Rather than seeing the Deep South and its planters as isolated from larger intellectual, economic, and political developments, he places the region firmly within them. In doing so, he demonstrates that the region's prominence within the modern world -- and not its opposition to it -- indelibly shaped Southern history. The place of "King Cotton" in the sectional thinking and budding nationalism of the Lower South seems obvious enough, but Schoen reexamines the ever-shifting landscape of international trade from the s through the eve of the Civil War. He argues that the Southern cotton trade was essential to the European economy, seemingly worth any price for Europeans to protect and maintain, and something to defend aggressively in the halls of Congress. This powerful association gave the Deep South the confidence to ultimately secede from the Union. By integrating the history of the region with global events, Schoen reveals how white farmers, planters, and merchants created a "Cotton South," preserved its profitability for many years, and ensured its dominance in the international raw cotton markets. The story he tells reveals the opportunities and costs of cotton production for the Lower South and the United States.
