In it, Tooze advances <strong><strong>thestrong>strong> <strong><strong>thestrong>strong>sis that Woodrow Wilson <strong>andstrong>, to a lesser extent, his successors were attempting to exert a form <strong>ofstrong> global financial hegemony during <strong><strong>thestrong>strong> latter half <strong>ofstrong> WW1 as <strong><strong>thestrong>strong> Entente became reliant on American loans. I can't help but feel that <strong><strong>thestrong>strong> author bit <strong>ofstrong>f more than he could chew-even 500 pages isn't enough space to cover global economic <strong>andstrong> political development over such a tumultuous 15 year time period, <strong>andstrong> he <strong>ofstrong>ten makes assertions that he doesn't have enough time or space to fully explore or explain-perhaps he should have focused more on <strong><strong>thestrong>strong> American-European relationship <strong>andstrong> left Asia for a follow-on work. Tooze is at his best when discussing socio-political events, but makes some a few military history errors-he refers to <strong><strong>thestrong>strong> Imperial German Navy as <strong><strong>thestrong>strong> Kriegsmarine, a name it wouldn't adopt until <strong><strong>thestrong>strong> coming <strong>ofstrong> <strong><strong>thestrong>strong> Third Reich, <strong>andstrong> classifies <strong><strong>thestrong>strong> Japanese battleship Mutsu as a cruiser-<strong><strong>thestrong>strong> later is important because <strong>ofstrong> <strong><strong>thestrong>strong> Mutsu's role as a symbol <strong>ofstrong> national pride as ship partially paid for by <strong><strong>thestrong>strong> donations <strong>ofstrong> school kids.
